It could possibly be a woolly aphid? It's hard to be sure without a closer pic :) Did you lift the bark to find the white substance? Or did it break away of its own accord?

Google suggests maybe bark lice? I may be way off here though, but the white substance links to the webbing the live weave: http://www.ag.auburn.edu/enpl/bulletins/barklice/barklice.htm It seems quite common on maple? If it is this, you need not worry. But I will keep looking.
That's fairly extensive decay you have there. Whether it will harm the tree or not, hard to say. If it is just confined to the heartwood (which is dead anyway) it won't hurt, but if it also affects the live sapwood, then the tree is on the way out.
