Most citrus trees sold in the Vancouver area are rooted cuttings and so will not be dwarfed. You might check with Fruit Trees and More to see which rootstock they use. Also check with Tiny Tom's Tangerine (see this post in http://forums.botanicalgarden.ubc.ca/posts/20989); a number of his trees are from Four Winds Growers and are grown on some unnamed dwarfing rootstock. Some of his Monrovia trees may also be on dwarfing rootstock.
