Can someone please tell me whether I can use moss killer (liquid concentrate diluted with water from garden hose) even when it is rainy? Or do I need to wait for a sunny day?

You're mixing it with water anyways, so all it will do is dilute it more. It can't hurt...

Might be better and longer lasting to spread some dolomite lime on it to raise the ph??

needs to be dry after application otherwise it gets rinsed off the moss and wont kill it. Lime can be applied to regain pH but I usually recommend waiting until after the dead moss has been raked off.
