When & how much to prune

    We bought a house with an existing ornimental cherry, I think it's a weeping cherry. It's in rough shape. I think I've seen these cut back to just below top growth. Is that the right thing to do, and if so when should it bst be done? Photos attached. Thanks.

    Weeping cherry is grafted onto sweet cherry trunk which is making its own branches from below. Saw those off.
