I have had one year old cuttings/seedlings bloom for me but not usually before then, you may be lucky and get some blooms on a small plant. the only problem with your young seedlings blooming is that the flowers are taking away energy from the growth and overall health of the plant, so if you wanta strong healthy plant you should cut any buds off untill it is of a good size, maybe 12 inches long.
Hi Gery, Your English is much better then my Bulgarian. :) Passiflora usually will take a year before it blooms. It blooms between July and September at this Missouri Botanical Garden which is in hardiness zone 6. http://www.mobot.org/gardeninghelp/plantfinder/Plant.asp?code=Q280 I think you are in hardiness zone 6, so it should bloom around the same time for you.
