We have found lots of these plants growing in our garden in Sussex,UK. They are about 10cm tall and the leaf size is approx. 2cm. The picture shows one pulled out today (April 5th)

It is growing in a shady damp part of the garden with lots of wild garlic. There was a Himalayan balsam growing there last year which exploded, could it be that these are its offspring? thanks

That would be my guess. I've had a Himalayan Balsam problem for the past little while, and they're sprouting up in my garden like mad (they look quite similar to your photo). It's a good thing they're relatively easy to pull up.
