Identification: What plant is this?

    portland, oregon
    No leaves, grows singly or in bunches in sandy soil. Found near the Columbia River at Portland OR.

    Picture is life size, I scanned it in a document scanner.

    Might also be Rough Horsetail Equisetum hyemale.

    Thanks! Water horsetail. I've been watching these for years and one has never been bulbous like the pic of Rough Horsetail.
