Looks to me like Melianthus major, a fabulous, shrubby perennial foliage plant, much photographed because of its extraordinary texture and colour. It does produce flowers, and these can be attractive (they are a rich, chocolatey-maroon colour -- see this South African webpage with great pictures), but it generally doesn't flower here except after very warm summers and in lean soil. It is hardy (just) in Vancouver, but needs excellent drainage to survive and some sun for best colour. Where are you growing it?.
Thanks very much for that ID. We found it growing as a weed in Parramatta Park, Sydney, Australia. It must be uncommon here because it is generally listed as noxious. Lindsay
