    The things are insect galls.

    Thank you for your response. I am helping a friend and don't know the terminology. So, the green and orange balls are insect galls? What is a gall? A cocoon or something and not part of the bush?

    It is an outgrowth of the plant caused by toxins that the insect injects into the plant; the insect's larvae then develop inside the gall.

    You can pull them off if you want to, but they don't do any serious harm to the plant.
