If it's really that mild out there probably more than those two can be kept going. I've always thought it was funny that western Vancouver Island was supposed to be a banana belt of the like not seen again until southern coastal Oregon (this topic has been worked over before).
Yes in Oak Bay (a small waterfront community south of Victoria) and along the West coast of the island. Apparently you can plant many palms in this zone but I'm not sure which ones?
Victoria and vicinity are in the path of the Fraser outflow and do not look milder than outer coastal areas many miles to the south when I am there. Online weather station data also put the lie to the idea that this community is softer during winter than say, Seattle (USDA 8). Mediterranean fan palm has been grown for years in Seattle but freezes to near the ground during the coldest winters.
