    A species of Carex, but given there are nearly 500 species in North America, I think a bit more information is needed before even attempting to research further.

    Where was the photo taken? Habitat? Height of plant? Were the plants growing singly or forming a meadow?

    Thanks, Daniel! This photo is from Ural mountains in Russia. The guy will be happy with the genera name.
    Here in Utah there are 104 species of Carex but I haven't seen too much of flowering sedge yet.

    Yes, and many more species in the Urals. It'll likely be closely related to Carex bigelowii (same tribe or grouping of related species), but information on tribal relationships is sometimes difficult to track down.
