I planted a palm from a gift basket 8 years ago.
It has grown well in in what I thought was a hostile environment.
It has started to bloom, I think...
    What is it?

Cordyline australis (Cabbage Tree). Not a palm.

    Thanks for the reply!
But the stalk/trunk of the Cordyline australis looks different than my tree.
    Thank you in advance :)

Definitely Cordyline australis. These are very common here near Puget Sound, despite not being completely hardy. Often sold as an annual bedding plant, in small inexpensive sizes. Typical for tops to freeze down to crown periodically, with older. long-retained crowns not being usual until about Coos Bay and southward.

That surprises me that you have to go quite so far south - do they not even survive on coastal sites with good protection from E winds, such as e.g. Queets, or further north, on the west coast of Vancouver Island?
