What is this?!

We saw this is Duval County Florida on a road side and would like to know what it is. Is it a bloom or a fruit and on what plant?? Thanks for your help.

Thanks, I will check into that. Right now my USF website does not show the skullcap in that county. I did not see them blooming either in Duval County. Yet they sure could be, the branch and leaves sure seem to fit! Thanks for your suggestion
