Currently, it is 11-12 feet tall with a flower that looks similar to Wild Carrot (AKA Queen Anne's Lace).

    See Photos below.
    Thanks!

This is not a carrot even though it is from the same family. It could well be poison hemlock (Conium maculatum).

Thank you for your fast reply. Yes, indeed it must be a poison Hemlock! I'll get rid of it ASAP I have small kids at home.

Ditto to Conium maculatum. Your boy holding it is OK, it is only poisonous if eaten.

This flower is popping up all over Dallas and I've never seen it before; is it some sort of weed?

If you consider a weed to be an unwanted plant---yes! In this case, dangerous as well.

In the book Missing Joseph by Elizabeth George, a herbalist mistakes poison hemlock for wild parsnip...with fatal results.

If you are referring to the pictures of the 12' tall lacey fern leaf plant with a cluster of white flowers that is a Poison Hemlock. Smaller similar looking plants that only get 1 to 2 feet tall are Wild Carrot also called Queen Anne's lace.
The seeds from the Wild Carrot were used by Ancient Egyptian wemon as a birth control. Similar properties to birth control pills.

togata57: Should I notify some kind of high-level botanist in the government? :P

Its not something that I've only seen here or there, the poison hemlock has appeared along every road that has spots where the foliage isn't cut down and in most of the parks I've seen. You've all said it is poisonous, but is it fatal?

Again, if it is short it is probably Queen Anne's Lace (aka Wild Carrot) and it grows all over the country. If it is 12 feet tall it might be Poison Hemlock.
Google Poison Hemlock for more information
Google Wild Carrot/Queen Anne's Lace for more information.

    Well, it was for Socrates.

I would be reassured to know that the government does in fact employ botanists---at any level!

And then there's the Giant Hogweed...
