If you think it's too big this is a good time to shorten the more recent parts of the shoots. But if you want to cut it, say, half way back into old wood doing that will have a less attractive outcome - better in that instance to cut all of the shrub down quite low in winter and make it start over from near the ground. Keeping in mind that it will then start working on resuming its original size - if you think the shrub is too large-growing for the spot cutting it back over and over is not going to solve that.
