What is this and why is it growing in my yard?

    This is a new development and the soil is clay. The grass is slowly coming in but there are tons of weeds and this morning I found this plant. Do anyone know what it is and whether or not if it's safe for my dog to be around? Will more grow? How do random plants grow anyways without being seeded? Your responses are greatly appreciated.
