Identification: What is the name of plant ?

    It 'looks' like, to my untrained eyes, like a Selaginella fern. The kind that propagate so easy that when trimming it the cuttings that fall will even take root.
    Is it soft and fluffy like a fern?

    A yellow-foliage cultivar (or a severely malnourished normal plant!) of Arborvitae Thuja occidentalis.

    I agree with Michael - Thuja occidentalis perhaps the cv sold as 'Golden'
