weeping mulberry no leaves

    Hello fellow gardeners,
    My weeping mulberry which I planted 3 years ago has yet to show any leaves. May 25th. I remember this happened last year, but with the very early spring of 2015 I am beginning to worry. There are some very tiny buds on the tree, however they seem not to be getting any larger. I am in Whistler BC, all my other trees are in full bloom for several weeks now. Thanks for any help you can offer.

    These are leafed out in Seattle.

    We're pretty high at 600 meters above sea level. Don't know if that counts. Happy Memorial Day.

    I have posted two pictures. The one of the trunk of the tree breaks my heart as I think this is why the leaf buds haven't opened. You can see where the gardener removed the bark clear around the bottom of the trunk with a weed weaker. The other photograph shows the buds yet to open.
