    Hi,

where can I buy a weeping ginkgo biloba in a decorative pot, preferrably in the Bay Area, CA ?

Would the tree survive in a pot for many years? Perhaps as a bonsai?

It's for a baby shower gift. The mother-to-be lives in an apartment in Oakland, CA and wants to keep the tree for many years to come as an heirloom/tradition in honor of her child. It would be her child's tree.

you'd be better off looking for a ficus for an indoor plant, ginko will need to be outside to get their rest period over the winter, i cant help to find one in your area, a bonsai can live a long time but a decidous tree will have a short life being kept indoors

You will be able to put your deciduous bonsai out of doors for the dormant period. That is no problem, however, the plant will need further protection after a short term from frost, by leaving it in the cool greenhouse, or a bright window of a cool garage.... the Ginko could be seed started by you if you cannot source a sapling to begin your bonsai journey.
