   Is there any way to control water sprouts? shoots? I think they're called, from shooting up on newly pruned limbs?

   investigate proper pruning techniques and you may find a 'cure' to the problem. If you have specific plant that are showing this issue please let us know what they are and we can try to offer other advice.
