It being a "commercial garden" the tree might have been planted as the supposedly large-fruited, suitable for human consumption Kousa cultivar 'Big Apple'. I grew one purchased as that selection here for years but got few, if any mature fruits - let alone big tasty ones. So I can't tell from your picture.
No doubt about it. The only similar one is C. capitata and its subforms (or related species, depending on interpretation). But those produce different leaves.
