Unknown small white semi-double flowers on the branches of withered Shirotae

I saw one tree with three branches (1st, 3rd, 4th from right) of withered Shirotae cherries and the other three branches (2nd, 5th, 6th) of small (1~1.5 cm diameter) unknown white flowers at Cardero St. & Coal Harbour Quay (map: http://goo.gl/maps/xo0q7) at Westin Bayshore Hotel.

From the left corner, the first two Shogetsu just start to bloom, the third one is this withered Shirotae, further right, close to the wall, there are four beautifully blooming Shogetsu with one Shirotae in the middle. Further away, there are more Shirotae beside Starbucks by Westin Bayshore Hotel.

Joseph, you just saw them a bit too soon. Two days later, it's pretty clear that they were deformed flowers on their way to dying. It's not too surprising considering the trunk of the poor thing.

Here's a 'Kanzan' that's doing the same thing. Either very short stems or none at all.
