Hello This shrub looks like its been grafted. It is a weeping evergreen (I think?). It has 3 leaves attached together. I don't know if it flowers Can anyone id it please. Thanks
The way the leaves are colouring I believe your tree may be decidious, rather than evergreen. It is hard to see the detail in you pics, but it may be a weeping form of Laburnum. Yes, definitely looks like a weeping goldenchain. Even has same buds visible in third shot. Unless staked to grow taller forms a low mound. Since the inflorescences are pendent the weeping habit seems like overkill at flowering time.
Definitely a Laburnum, almost certainly L. alpinum 'Pendulum'. The dull and drab autumn/fall colouring of the leaves is also indicative.
