I found this plant in the Woodchute Wilderness Area, Yavapai County, Arizona at an elevation of 2172 meters (7129 feet) on May 31, 2014. Any idea as to what it is?

I concur with Axel. Looks like the rosette stage of some sort of mullein; at a guess Verbascum thapsus.
