In The Garden: Unknown plant

I have this plant I bought last year at a garage sale and the fellow called it "Queens Crown" but I can't find it on the internet and the local garden centre can't identify it either. See the attached photo. It has an unusual flower and stands about 3 feet tall. Any help identifying it would be greatly appreciated. Also, how would I go about propagating it?
