Unknown plant in Georgia Garden

    We purchased a home in Atlanta from a British couple last December and this spring we are having a grand time discovering all the things they planted. One unknown is a veriegated plant that almost looks like a tomato plant in structure. Can anyone tell me if its a weed, ground cover or something else. Hopefully its legal. The plants are about 12" to 18" and rather densely packed. You can see in the pictures how they have emerged.

    It's that spreading variegated mugwort (Artemisia vulgaris '______').

    Thanks for the input. I tried looking it up in some reference books but there were just to many options and I needed to know for sure. Thanks again.
