Unknown Insect Killed Cedar Tree

    SOUTH CAROLINA, USA
    I Have A Cedar Tree,(not Sure What Kind ) Tall, Cylindrical At The Side Of The House. It Has Died Completely. After Checking It Closely, There Are These Tiny, Black,centipede-looking Insects,which Have Encased Themselves In These Buds Or Shoots, Coming From The Tree. There Are Thousands Of These Little Critters.they Actually Look Like A Part Of The Tree When Looking At Them, Because They Have Made A Cocoon, Almost A Snail-effect Of These Tiny Parts Of The Tree. Please Advise, As I Have Never Seen Anything Like This And I Don't Want Them Infecting The Rest Of The Shrubs, Etc. I Have In My Yard. How Do I Kill Them?
