Can anyone help me to identify the disease or pest attacking these junipers. Is it a tip blight, or spider mites , or something else? Any ideas would be greatly appreciated. Thanks. See attached photos.

Since it's mostly near the dead zones caused by the close shearing that may be most or even all of the problem. Otherwise, nobody is going to be able to tell which specific pathogen or pest may be present using these photos alone. Which need to be moved off the maples area.

True, agree with Ron in all particulars. Still my first reaction, given where the plants are located, is dogs urinating on it. But perhaps there isn't a large dog population in Port Coquitlam.

At least the last pic, and maybe some of the others, are next to public areas, where public employees may be spraying herbicides to clear weeds from the paths and roads; drift from this spraying could easily cause this damage.
