British Columbia: Unhappy Jasminum Stephanense

    I planted a Jasminum Stephanense at the front of my house in Vancouver a couple of years ago and it doesn't seem to be thriving. It has grown but is very scraggly and doesn't produce many leaves and hardly any flowers.

    It is planted against the house, at the south east corner (facing east). The location is next to the back gate and I wanted it to grow up and over the gate arbor. It gets quite a bit of sun--full sun all afternoon. The wall can get quite warm on sunny days. I have watered and fertilized but to no avail. I think it doesn't like its location. Can anyone suggest what it does like so I can move it to a more suitable location? Or suggest if there is something else I may try.
