My tulips this year were beautiful even though they struggled through some snow and ice storms during early spring this year. After awhile, I got tired of looking at the shrivled faded flowers. Knowing that leaving foliage intact as long as possible is important I decided to dead head flowers. I clipped them with shears. Is that appropriate?

Yes, taking off the spent flowers is actually a good thing. You don't want the plant to waste energy producing seeds. Allow the leaves to grow until they die back naturally.
