Joseph, do you have a photo of the whole tree? The bark? I pass that way at least every few weeks, could keep an eye on it. The city's list has all Norway Maples on that block. Is it the only different tree?

This tree? Another view. Leaves. That one looks like Fraxinus angustifolia to me. The one to the left looks like a different ash. The ash to the right looks different too. It's not clear to me if you're talking about the trees "by the parking lot" or the trees "by the house at 3982 West 15th". I'm showing the trees on the school side, by the parking lot, on the east side of the school, but the west side of Wallace. On the 3000 and 3100 block of Wallace, the trees listed on the west side are all ash, and they're all listed as Fraxinus americana. The city's list is not always completely accurate.
