Looks like Chimonanthus praecox. Common name wintersweet. http://www.botanicalgarden.ubc.ca/forums/showthread.php?t=32493&highlight=chimonanthus http://www.google.co.uk/search?q=ch...&source=og&sa=N&hl=en&tab=wi&biw=1276&bih=537
I grew a shrub from a seed when I lived in Seattle many years ago. It must have been easy, because I knew very little about such things then. Sold that house over 15 years ago, wonder if the shrub is still there. Also it grew to a good size quickly. I only lived there a few years and the shrub was a metre and half tall when I left.
Plants were only a few years old when I sold the house, I don't remember if it actually had bloomed yet. I took the seed from a very fragrant plant in a park. Seeds are the recommended method of propagation. Apparently cuttings are very difficult. So if you have a source of seed, why not give it a try. If you have space, you can grow several and keep the best ones. (I think I should go check the plants here in the garden for fruit. Was a rough winter though with few blooms.)
