Doesn't look like Catalpa to me. Not sure it is a tree at all, looks more like a herbaceous plant, possibly a legume (bean) of some sort.
Catalpa seedlings look that way when they are little. As is often the case, the leaves change as the tree grows larger.
Re: A Stumper tree. Peony & Catalpa I believe. If it's Clerodendrum trichotomum you would've noticed the scented foliage.
Re: A Stumper tree. Ones is a peony I planted it. The tree just came up. Does catalpa seedlings look different than say a 2 to 3 year old tree.
