The English name derives from its native range (it is native to the eastern Mediterranean region). It is not native in northern France, but can be grown there (and also in e.g. Britain) as a cultivated plant. Just had second thoughts after another look at the photos, I'd say it is actually Monterey Cypress Cupressus macrocarpa, not Mediterranean Cypress. Sorry for getting it wrong before!
