I'm looking for a fairly small tree that would be solid enough for children to climb on. This tree is to be planted in Vancouver, and if possible, I'd like it to be climbable within ten years.

    Any suggestions?

I strong recommend you can think about Cherry.
Cherry you should pick up there are some lower branch,
it's good for kids to climb on.

Most deciduous trees provide a good framework for climbing. the smaller the eventual tree size, the longer it is going to take before its of a stature and strength to support a person. Some trees have thorns (honeylocust, japanese plums, hawthorn) and would be wise to avoid. Coifiers tend to be branched in whorls, easy to get up but sometimes not so easy to get down.
