Thorny bushy plant

    Hello I found this thorny plant on the mountain about 1500 meter above sea lever in southern part of Albania. Any idea what is it? What are the whitish cotton?

    Astragalus sp., unfortunately I don't know the local Astragalus species, so I don't know which one... :(
    (It is very similar to Astragalus gummifer, but I'm not sure it's native to your area.)
