I am new to handeling succulants, and I currently have a pachyveria powder puff. I have noticed that it has what looks like a baby developing off to the side of center part of it. Can I cut this like a starter for a new one?

Yes, you can cut it off and plant it (a rooting hormone will help it along but is not essential). The plant will continue to produce new off-shoots.

Great thank you for letting me know! Is there a special way to go about cutting off the starter?

either cutting with any sharp tool, or simply breaking it off with your fingers should do the trick.
