Sorry, I can't think of any place in particular on the Island and I haven't been able to find any local mail order companies with them. In which case I would recommend trying at your larger nurseries; ask if they have access to and/or can order for you (I got mine from Gardenworks in Burnaby a few years back)
I might even suggest contacting Butchart Gardens to see if they sell any, or know where you can get one - Van Dusen Gardens here in Vancouver has a seeds available and will ship.
Wait for spring delivery of fresh stock that has not been sitting around in pots here, dates from last year. At this point in addition to crowding of roots due to not being potted on there is liable to be severe mineral deficiency issues (retailers often do not fertilize or pot on unsold stock) and winter cold damage. Also keep in mind that Arbutus (and Arctostaphylos) are prone to pathogens here that blacken a percentage of the leaves. Lately this seems to be getting worse on native stands of Arbutus menziesii. I would only plant an Arbutus of any kind in a perfect hot and sunny spot on a warm, sheltered well-drained garden site.
