What's the best way to be rid of this?
I have read that cutting the vine right above where the roots are, but not damaging the roots, repeat as needed, is a good way?
My house is surrounded by it.
Due to the milkweed nature of it, I have a feeling I will be battling it for a long time.

Water the area well, additionally soften the soil with a fork and pull the plants up. Be careful to remove as much roots as possible, especially the entire root crown. Be careful not to cut roots with the fork, so they can be pulled up entirely.
