Stone fruit failure

    I have a small hobby orchard with different fruit trees. One of them is a japanese type plum tree (variety unknown). For the last ten years it set abundant fruit every year. Last year there were only a few fruit. This year all the flower clusters turned brown and crumbly as shown in the attached pictures. I expect no fruit this year. A similar problem exists with a peach tree also but no severe. I wonder if it is the blossom blight from a fungus or a late frost damage though I do not remember any late frost. I live across the Strait of Juan de Fuca in Washington state. The leaves on the tree look normal and healthy. Any suggestion on what to do (spray?) next year will be appreciated.
