Starting tulsi in winter(holy basil or ocimum sanctum)

    Hello there

    I have some tulsi or holy basil seeds.
    I sowed them on surface of peat pellets, but they have not sprouted. It is already two weeks. I read that they should be sowed only in or after march.
    Is there some way around to get them germinated in this month of Jan.
    Can I try to sprout them by putting in between the sheets of damp kithchen roll and putting them in a plastic container?
    FYI, I live in Germany.

    Please advice me on this.
