I need help in identifying a really small white bug that infests the underside of leaves. It looks like a very tiny moth and is bright white. It is moving to the other plants in my garden and turning the leaves black. It seems to lay eggs on the underside of the leaves. I have a hibiscus which is infested and aphids have been suggested but I'm not so sure.

Sounds like whitefly - they love Hibiscus.
