Identification: Small Plant with Scaly Leaves that Cover Stems, and White Bell-Shaped Flowers

    Hello Everyone,

    Do you know what this plant is? It is small, has stems that are covered in scaly leaves, and white flowers shaped like bells.

    Location : Pacific Ranges
    Elevation : 1300 m
    Season : Late July
