This small, low to ground hugging flower is common on hill sides at Bryce Canyon NP. I thought it was some kind of beards tongue but only the Thompson's had this kind of leaf and the color is wrong for that species. What is it?

I think you are correct and it is a "Mat Penstemon" Penstemon caespitosus var desertipicti The color is right as is the size of flower. Maybe these were a little smaller but I suspect that is controlled by the environment to some extent.
