    My recollections of Linum lewisii is that it is a taller plant (and by the shadows, I think this is quite short and small).

    The clustered, spiky-bracted inflorescences remind me of a Navarretia, but I don't think any of the species match. Perhaps another member of the Polemoniaceae.
