as for what type, a blend is always best, that way if conditions change you arent at the mercy of a monoculture. I am not familiar with your climate enough to suggest when other than spring through early fall. :)
Fescues can be very different, so I'm curious if it's a certain type you like: maybe the look? Fine fescue is fine textured, and tall fescue looks almost nothing like it. Can you explain what part you liked, as that may help for offering ideas.
