As Silver Surfer has already stated, it is Tecoma capensis, or as labled in Nurseries down there, Cape Honeysuckle. It's a prolithic grower in and around Southern California landscapes. Though you'll need a regular watering program in Summer [once a week or once a month depending on your location], I never found a need to feed it other than the original root inoculation of mycorrhizal spores. Mostly you will be busy trying to keep it under control. It's growth can become outrageous. Left to it's own, it can create a huge mass of vegetation. It takes some time learning to prune regularly to keep it in perfect form and balance. In some ways it is identical to Bougainvillea in the challenge of keeping it under control.
