Last year, near the end of winter we transplanted a rose bush to make way for some new backyard construction. It greened up along with my other bushes (shared bed) and produced lots of long stems/shoots. But, it only bloomed once that year. I figured it was traumatized and had hopes for this year. Again, it left dormancy right as all my others did but instead of blooming--it is just putting out an amazing amount of new growth/stems etc. It is literally twice the size of my other rose bushes right now, but without any blooms or buds. It continues to have new growth and has received plenty of water, plenty of sun and has been fertilized. What is wrong with it? What can I do? Thank you!

Maybe you are growing a 'Dr. Huey' rootstock in place of the rose that was grafted onto it.
