I live in the panhandle of Florida with very sandy soil. I recently planted 3 rose bushes. The original blooms were beautiful. Then the next buds didn't open properly and I notice black around the buds and current blooms that are keeping them from opening all the way. it looks horrible. What do you think it could be?

Possibly what is called balling. At any rate, recent experience might indicate cultivar(s) chosen not locally suitable.
