roadside shrubs

Could someone please tell me the name of the common roadside shrub that is as prolific as broom and has cream-colored flowers - somewhat like a lilac - and is now almost finished flowering?

 

You might be thinking of goatsbeard...aruncus dioicus (check sp!)

 

I'm thinking more likely ocean spray (Holodiscus discolor).
